Central Boston Elder Services (CBES) is a vital part of the Boston Consortium, which includes three Aging Services Access Points (ASAPs): Boston Senior Home Care, Central Boston Elder Services, and Ethos. Our mission is to support seniors and individuals with disabilities in the city of Boston, enabling them to live independently and thrive within their communities.

Request For Proposal

The Executive Office of Aging & Independence (AGE) contracts with 24 Aging Services Access Points (ASAPs) to administer programs for persons 60 years of age and over. The Boston Consortium is made up of three ASAPs (Boston Senior Home CareCentral Boston Elder Services, & Ethos) that administer the homecare and special programs in the city of Boston. Each ASAP determines the consumer’s eligibility for services and contracts directly with the provider agency.

Request For Proposal

  • The Request for Proposal does not commit any individual ASAP to award a contract or to pay for costs associated with preparing this proposal. Each ASAP negotiates its own rates and reserves the right to accept or reject any proposal. Successful proposals will result in contracts effective October 1, 2025. Each ASAP will make an individual determination to award a one, two, or a maximum of three-year contract.

RFP Q&A

Questions Relating to RFP Submissions
  • Is it a written paper submission and USB, or USB only is sufficient?
  • Do we need to submit RFP in USB to each ASAP? We need a physical flash drive and snail mail it with documents?
  • We cannot upload everything to a portal online somewhere?
  • I still need to provide the thumb drive with all the sections included even if my agency is approved and on the EOEA approved provider list right?

Answer

Flash drive (USB or USB-C) submission is required for Boston Consortium's 2025 RFP. Proposals must be submitted, in their entirety, on a thumb drive (USB or USB-C accepted) enclosed in a sealed package marked “Sealed Bid” to each ASAP (one flash drive per ASAP). There should not be any hand-written responses. As proposals are received, each individual ASAP will be contacting the individual listed on the cover letter to confirm receipt. Please include a printed copy of the cover letter with your submission in case the flash drive cannot be opened.

  • Can Management prepared financial statements be accepted?
  • Please discuss the financial requirement again- also if we are attesting to MH in May 2025, do we need to submit financial again to ASAP?
  • Are newly formed companies at a disadvantage in the RFP process? Specifically, if we're able to create all of the documentation & processes? Asking specifically around the financial submission requirement
  • For audited financial statements, are you looking for the last fiscal year or last three years?

  • My question is Provider Certification and Data security Addendum. Can you explain what certificate is this?

Questions Relating to PCMS
  • Not sure what the PCMS is? What is the link?
  • So, If we are on PCMS and have already submitted, how do you open again for editing?
  • Is Vision Rehabilitation a purchased service for this round? Vision Rehabilitation is exempt from the PCMS
    system. What should we do?
  • If we completed the PCMS. Do we still need to sumbit RFP application form to each ASAP?

Answer

PCMS: Information about accessing PCMS can be found here, https://www.mass.gov/how-to/procurement-andcontractsmanagement-system-pcms-access-request. For all home care entities and non-home care entities, you are required, per the Executive Office of Aging & Independence (AGE) to be registered on PCMS. The Request for Proposal (RFP) submission with the Boston Consortium is a separate requirement. The Boston Consortium will not be relying on the PCMS to review any of the required documentation.

AWARDED CONTRACTS
Central Boston Elder Services Will Be Awarding Contracts To The Following Organizations, Effective October 1, 2025

The Boston Consortium, comprised of Boston Senior Home Care, Central Boston Elder Services, and Ethos, the three Aging Service Access Points (ASAPs) that serve Boston, have completed the proposal review process. Contracts are awarded based on thorough review of Providers RFP submissions and individual ASAP service needs. Some contracts may be awarded on a conditional basis. The providers listed below have been determined eligible to receive contract awards.

Providers should check each member of the Boston Consortiums individual website, EthosBSHC and CBES, to determine their contract award status with that ASAP.

All contracts issued through this procurement will begin on October 1, 2025 and will terminate on September 30, 2028.

The Boston Consortium would like to take this opportunity to thank all providers that submitted proposals in response to this solicitation.
